It’s been an action-packed six months for the SkillGuard development, test and delivery teams preparing for the launch of the new Australasian Railway Association's (ARA) system, for their Rail Industry Worker (RIW) Program.
Since winning the tender to deliver this major international contract late last year, we have been busy working with our Australian partner, Metro Trains Australia (MTA), and our client, the ARA, to be ready for full launch in late June.
The RIW Program is a large and comprehensive system that holds the required information about the rail workforce to give reliable “authority to work”. Coupling competency management with health and safety, the system includes full competency and evidence records, plus job roles, employment, work associations and a host of other information required to authenticate a worker and be sure they are fit to work.
Although SkillGuard’s out of the box range of powerful features helped clinch our win against an international field of suppliers, we have been working with our client and partner to add further functionality to the system.

As the new RIW system is replacing a legacy product, we have dedicated considerable time over the last few months readying the industry for a major transition, including working on a range of new communications materials, products and activities. These include: presentations, demonstrations and training sessions (both face-to-face and online), a host of leaflets, site posters and printed materials, special high visibility vests and more than 15 'how to' videos.
Soft launch for the new RIW system started at the end of May, enabling companies delivering work for the Australian rail sector to verify the data migrated from the incumbent system and to order their new cards - physical and virtual – ready for full go live at the end of June.
As part of this we have migrated data from over 15,000 companies (sole traders through to major contractors), including 118,000 individuals, 775,000 individual competences, 432,000 job roles and 122, 000 medicals, as well as converting over 1 million photographs and file attachments.

We are delighted to say that the Highways England Passport System and its Steering Group have both received recognition by being shortlisted in two categories in the Constructing Excellence Awards 2019. These achievements demonstrates the Group’s commitment to ensuring all those that work on or for the Highways England network go home safe and well.
Highways England Health & Safety Passport launched in November 2017. An entirely voluntary system, it currently covers over 15,000 cardholders representing a substantial percentage of the active workforce. The awards evening is on Thursday, 27 June in London – hopefully we can share further good news – so watch this space!
